At relativistic speeds, the movement in the iron filings due to the moving electrostatic charge relative to the frame of observer B should be apparent. A simple thought experiment is if you try to relativistically transform the electric field of a static capacitor to a moving reference frame. You will see that a field perpendicular to the motion of the motive reference frame is generated that we call the magnetic field. More abstractly, a Lorentz transform of the electromagnetic field tensor containing only electric field elements will produce elements in magnetic field positions. But notice that the motion needs to be perpendicular to the electric field. Thats they forces due to magnets work by cross product. No magnetic field is generated by motion parallel to the electric field.
